Claims require evidence paths, scope labels, provenance, source confidence, and UTC timestamp metadata. DLP and scope boundaries must be checked before public-safe summaries or packet references appear.
Stale claims need supersession review. Replacement paths, contradiction markers, and last-reviewed UTC timestamps make the knowledge base compound instead of bloat.
Public source-intake views are read-only. Source promotion, private ingestion, durable mutation, DB schema changes, adoption approval, and rollback execution remain protected operator workflows.
