Packet Envelope

Use /exchange/schema/cognitive-packet.schema.json for the top-level CognitivePacket envelope and /schemas/*.schema.json for V1.0 launch contracts. Use /packet-schema-validator/ or POST /api/packet-schema-validator/validate for public read-only validation of cognitive, persona, skill, protocol, rollback-token, and review-gate payloads.
