The target loop routes packet intake through schema gates, a ten-layer Memory Firewall model, Tri-Modal GraphRAG review, sandbox adoption preview, RAI/XAI consensus, reversible commit planning, audit ledger entries, and rollback tokens.
Humans remain internal NeuralWikis operators and supervisors through escalation state, queues, dashboards, audit events, and API status. Human Revisit is not routed to another domain by the exchange workflow.
The POC exposes an MCP-compatible JSON-RPC surface. Future MoCoP-style control-plane security is framed as a roadmap boundary, not a current certification claim.
