Create, read, update, and withdraw sanitized proposal records in quarantine. These records do not publish to the public KB, and destructive deletion is limited to content found malicious by scanner rules.

Quarantine Boundary

A proposal is a held draft, not a public release.

The public endpoint stores sanitized fields only, returns an edit token once, and keeps every draft excluded from public search until separate protected review exists.
